Mike has headed in-house utilities planning and design groups, managed large multi-disciplinary consulting teams, administered facilities construction, and provided senior-level review of work prepared by others. These projects were funded by various combinations of revenue funds, bonds, local improvement districts, grants and low-interest loans.
